The Council executes its functions as enshrined in the Local Government Act No. 2 of 2019. These include, among others:

To establish and maintain offices and buildings for transacting Council business and public meetings.

To maintain law and order and ensure national security and the good administration of the Council.

To prohibit and control the erection and display of advertisements and advertising devices in public places.

To control the keeping and movement of livestock.

To regulate and control the slaughtering of animals intended for human consumption, and the sale and disposal of unfit meat.

To establish and maintain hygiene in abattoirs and cold storage facilities, and monitor by‑product processing.

To control the movement of animal carcasses into and out of the district.

To establish and maintain roads, and to take measures for road safety.

To control traffic and parking, including establishment of parking meters and premises for vehicle parking.

To establish and maintain street lighting and lighting in other public places.
-
To maintain and regulate business premises, including inspection and enforcement related to intoxicating liquor.

To erect, purchase and maintain buildings and facilities, and encourage dwelling development for residents.

To prohibit and control development and use of land and buildings in the interests of public health, safety and orderly development.

To control demolition and removal of buildings and to require alteration, demolition or removal where appropriate without Council approval.
